RCMP Alert: Multi-Million Dollar Cannabis Network Dismantled in Ottawa

The Royal Canadian Mounted Police (RCMP) in Ontario has concluded a two‑month investigation that, according to police, shut down a major illicit cannabis distribution operation based in south Ottawa. The network is alleged to have used an online storefront, mail shipments, and other delivery methods to move cannabis, cannabis-derived products and psilocybin to multiple provinces and territories across Canada.
This investigation began after Canada Post reported a suspicious parcel destined for the Northwest Territories containing a large quantity of cannabis and related products. Working with Canada Post, the Canada Border Services Agency (CBSA) and FINTRAC, RCMP investigators traced the activity to an online website referred to as “Culture Cannabis Canada,” which was allegedly being used to accept orders and ship prohibited products nationwide.
Official Incident Details
On March 10, 2026, RCMP officers with the Federal Policing – Central Region, Serious and Organized Crime Unit executed two search warrants at residences in south Ottawa, Ontario. During these searches, officers seized a significant quantity of controlled and illicit products with an estimated street value of more than $5.5 million.

- 36 kg of hash
- 18 kg of psilocybin (a Schedule III substance under the Controlled Drugs and Substances Act)
- Over 7,000 cannabis‑infused edibles and cannabis‑infused vape products

- One vehicle alleged to have been used in the commission of the offences
Accused Individuals and Charges
The following individuals from Ottawa, Ontario have been arrested and charged by the RCMP in connection with this investigation. All charges are as reported by police and have not been proven in court.
1. Julie Michelle Langevin (41), Ottawa, Ontario
- Possession of illicit cannabis – Section 8, Cannabis Act
- Unauthorized distribution of cannabis over 30 g – Section 9, Cannabis Act
- Possession of cannabis for the purpose of distribution – Section 9, Cannabis Act
- Possession of cannabis for the purpose of selling – Section 10(2), Cannabis Act
- Importation of an item to be used in the distribution of cannabis – Section 13(1), Cannabis Act
- Promotion of cannabis in a manner that could be appealing to a young person – Section 17(1), Cannabis Act
- Possession of a Schedule III substance (psilocybin) for the purpose of trafficking – Section 5(2), Controlled Drugs and Substances Act
- Possession of property obtained by crime over $5,000 – Section 354(1)(a), Criminal Code
- Possession of unstamped tobacco for the purpose of selling – Section 121.1(1), Criminal Code
2. Deepak Parmar (33), Ottawa, Ontario
- Possession of illicit cannabis – Section 8, Cannabis Act
- Possession of cannabis for the purpose of distribution – Section 9, Cannabis Act
- Possession of cannabis for the purpose of selling – Section 10(2), Cannabis Act
- Promotion of cannabis in a manner that could be appealing to a young person – Section 17(1), Cannabis Act

3. Isha Bhardwaj (33), Ottawa, Ontario

- Possession of cannabis for the purpose of selling – Section 10(2), Cannabis Act
- Promotion of cannabis in a manner that could be appealing to a young person – Section 17(1), Cannabis Act
- Possession of a Schedule III substance (psilocybin) for the purpose of trafficking – Section 5(2), Controlled Drugs and Substances Act
- Possession of property obtained by crime over $5,000 – Section 354(1)(a), Criminal Code

According to the RCMP, all three accused were released on an undertaking and are scheduled to appear in Ottawa court on May 5, 2026.
