Street Racing Stop Near Winnipeg: Learner Driver Ticketed
Community Safety Alert – RM of Rosser, Manitoba
In the early morning hours of June 15, 2026, officers from Stonewall RCMP responded to a report of a large street racing gathering involving roughly 50 vehicles. The activity was reported on the service road running parallel to and north of the Perimeter Highway, between Highway 7 and Provincial Road 236 in the Rural Municipality of Rosser, Manitoba.
When officers arrived at approximately 1:14 a.m., they encountered multiple vehicles travelling east along the service road toward police, an unusual pattern given the hour. The lead vehicle was observed accelerating away from the group at a measured speed of 128 km/h in a zone posted at 90 km/h. The vehicle was stopped immediately by responding officers.
Official Incident Details
Upon stopping the lead vehicle, Stonewall RCMP determined there were three occupants inside. The driver was a 21-year-old male from Winnipeg who held only a learner’s permit, while the two passengers, both 20-year-old males from Winnipeg, did not have valid driver’s licences.
The driver received provincial offence notices resulting in a total of $751 in fines. According to police, the following alleged violations were recorded:
- Operating a vehicle at 128 km/h in a posted 90 km/h speed zone (speeding offence).
- As a novice driver in the learner stage, driving a Class 5 vehicle without a qualified supervising driver and with an unauthorised front-seat passenger.
No additional charges, injuries, or collisions were reported in connection with this incident at the time of the release. The matter underscores continued enforcement efforts against unsafe driving behaviours, including street racing and high-speed gatherings, in and around the Winnipeg region. CrimeCanada.ca Safety Perspective
From CrimeCanada.ca’s perspective, this incident highlights how dangerous high-speed driving and informal street racing events are for everyone on and near the road. Even in rural or industrial areas, gatherings of vehicles travelling well above the speed limit can quickly lead to serious or fatal collisions, particularly at night when visibility is limited and emergency response times may be longer.
New and novice drivers are at especially high risk when they ignore licensing conditions, drive without supervision, or carry unauthorised passengers. These rules exist to give drivers time to build experience under safer conditions. We encourage Manitoba residents to report persistent or organised street racing activity to local police, avoid approaching or engaging with racing groups, and ensure all household drivers fully understand and comply with the conditions of learner or novice licences. Safer driving behaviour is a key component of reducing serious injury collisions and supporting community safety across Manitoba.
