Waterloo Regional Police have issued a public alert about Kevin Koehler, 62, a high-risk offender who was released from custody on November 1, 2026, and is believed to have returned to Waterloo Region. The alert was posted on November 2, 2026.

Criminal history

According to police, Koehler has an extensive record of convictions for violent offences. They include manslaughter in 2013, criminal negligence causing death, assault with a weapon, assault, and assaulting police.

Police said Koehler was released from federal custody in October 2025. Since then, he has been charged and convicted twice, in October 2025 and April 2026, for breaching the terms of his recognizance. He received a custodial sentence along with conditions to follow upon release.

Conditions of release

Police said Koehler is bound by two separate orders. Under their terms, he must:

  • Report any change of address immediately
  • Not attempt to contact, directly or indirectly, any past victims or family members of victims or witnesses
  • Follow a curfew and stay in his residence between 11 p.m. and 5 a.m.
  • Not buy or consume alcohol or controlled substances unless prescribed by an Ontario physician
  • Attend alcohol abuse counselling or rehabilitative programs as directed by his probation officer

The police service's Offender Management Unit believes Koehler continues to pose a significant risk to public safety and a high risk of reoffending or breaching his conditions, police said.

How to help

Police are asking the public for help to reduce that risk. Anyone who sees Koehler breaching any of his conditions is asked not to approach him and to call 9-1-1 immediately.

The police file number is WA25250974. Media inquiries can be directed to the WRPS Public Information Unit at 519-570-9777 ext. 8188. The service's non-emergency line is 519-570-9777.
