Officers initially encountered the suspect on July 14 in a disturbance involving threats and property damage on Blockade Circle. Later incidents included harm to an animal and further property damage culminating in a suspicious fire at a nearby residence on July 21. Law enforcement successfully intervened, preventing further damage and securing the suspect.

Whelan appeared in Dartmouth Provincial Court on July 24 and was released under specific conditions. His next court appearance is scheduled for October 2.
